1. Background

In response to the harsh winter conditions and the increasing needs of vulnerable households, Social Initiator Bakhtar Organization SIBO implemented a humanitarian assistance activity focused on the distribution of fuel materials. The initiative aimed to support poor, orphan-headed, and persons-with-disabilities-led families across all districts of Kabul city.

The intervention was designed to reduce the risk of cold-related illnesses, protect vulnerable family members, and enhance household resilience during the winter season.


2. Objective of the Distribution

The main objectives of this fuel distribution were:

  • To provide immediate winter assistance to the most vulnerable families.
  • To support poor, orphaned, and disabled households in meeting their basic heating needs.
  • To reduce vulnerability and improve living conditions during extreme cold weather.
  • To ensure equitable and transparent distribution across different areas of Kabul city.

3. Target Beneficiaries

A total of 200 families were selected as beneficiaries of this assistance. The selection process was conducted based on vulnerability criteria and community verification.

The target groups included:

  • Poor families with no stable source of income
  • Orphan-headed households
  • Families headed by persons with disabilities
  • Elderly-headed households

Beneficiaries were selected from all districts of Kabul city to ensure fair geographical coverage and inclusivity.


4. Type of Assistance Provided

Each beneficiary family received winter fuel materials consisting of:

  • Firewood (fuel wood)
  • Coal (coal briquettes / stone coal)

The quantity of materials was determined based on household needs and available resources, ensuring that each family received a fair and equal share.


5. Distribution Process

The distribution was carried out in an organized, transparent, and dignified manner, following humanitarian principles.

Key steps included:

  • Identification and registration of beneficiaries prior to distribution
  • Verification of beneficiary lists with community elders and representatives
  • Arrangement of fuel materials at the designated distribution points
  • Distribution under the supervision of SIBO staff and volunteers
  • Proper record-keeping, including beneficiary signatures or thumbprints

Special consideration was given to elderly persons and persons with disabilities to ensure safe and easy access to the assistance.

The fuel distribution covered beneficiaries from all administrative districts of Kabul city. Distribution points were selected based on accessibility, security, and proximity to beneficiary communities.

The fuel distribution activity for 200 poor, orphaned, and disabled families in Kabul city was successfully implemented by Bakhtar Innovators Social Organization. The assistance addressed critical winter needs and demonstrated the organization’s commitment to supporting vulnerable communities through timely and effective humanitarian interventions.
